Pre-Application Conference

A Pre-application Conference is required prior to the formal application of many of the policy, subdivision, and development related applications. A Pre-application Conference is a meeting between a potential applicant and staff from the Planning Department. At this meeting the applicant will describe the project being considered and together the City and the applicant will figure out which application is appropriate, which review body is responsible for final actions, and what criteria will be used to determine the final action on the permit.

Applicability

A Pre-application Conference is required for the following applications:

• Comprehensive Plan Amendment (Land Use, Thoroughfare, Intensity Level)
• Special Use Permit
• Zoning Map Amendment (Rezoning)
• Historic Designation
• Planned Unit Development
• Preliminary Plat Review
• Final Plat Review
• Administrative Plat (Minor Plat and Amending Plat)
• Construction Plans
• Site Plan Review
• Certificate of Design Compliance (HARC)
• Master Sign Plan
• Variance

Application Submittal Requirements

A Pre-application Conference Request form must be filled out and submitted to the City prior to scheduling a Pre-application Conference. This form can be found in the Unified Development Code, Development Manual. This form requires general information regarding the proposed project and contact information for the applicant.

The purpose of the conference is to review the proposed project, identify any issues requiring special attention or revision, and assist the applicant in assembling a complete application. This procedure is intended to streamline the application process and avoid any unnecessary delays caused by submittal of incomplete applications.

Review Process

Once a completed Pre-application Conference request form is received it will be assigned to the appropriate staff and you will be contacted to set up an appointment within 5 working days. This must be done prior to the submittal of any formal applications. The City will not accept formal applications for the above referenced projects prior to the Pre-application Conference being completed.
